Although it's a wireless controller, technically it's an USB controller because it uses a proprietary protocol and ships with it's own USB dongle which can't/must not be paired manually.
Rumble, LED-Control and battery charging status isn't supported/implemented yet.Check that all the USB ports are supplying power to the connected USB device by plugging in a mobile phone and see if it starts to charge or a USB mouse and see if the laser light turns on.
To get to Device Manager in Win 10, press the Win key + the x key (both together) and then click on the Device Manager link that appears in the options box If there is no power then check the USB Root Hub Power Management setting in Device Manager.
